As I recall, a famous outbreak of Legionnaire's in the late 70s or early 80s was caused by tainted water vapor from an air conditioner on the roof of a convention center.

It makes a lot of sense.
Just think about the damage that could be done by anybody with the means to put contaminants in any of those systems that large numbers of people get exposed to.
It amazes me that this society is held together by such a thin and fraying thread.

I think that may even be how Legionnaire's disease got its name, as there was a Legionnaire's convention there at the time.
