Reduced levels of neurochemical hypocretin (also called orexin) is responsible for cataplexy, a condition in which the onset of (typically positive) emotion causes paralysis.

Cataplexy due to lack of hypocretin happens as a result of destruction to the cells which produce orexin.
Now let's look at the flipside: Pseudobulbar affect (PBA) is a condition characterized by uncontrollable laughter or crying.

The long and the short of it is this...
Just like in THX 1138, which depicted a world where all kinds of emotional displays were banned from existence, don't be surprised if pretty soon they start trying to introduce a 'cure' for that pesky emotion... based on their studies (and I'd wager a bet their EXPERIMENTS) surrounding cataplexy and the destruction of orextin-producing cells. Not to mention the real possibility that they could be targeting the population with purposeful hypocretin destruction as a method of mass chemical lobotomy (the severity of damage varying among populations).
