I've heard a lot of people say that they don't even think men should go around topless.

I think that's closer to being reasonable than letting everybody go around topless.

how about a certification of a basic level of attractiveness permitting public nudity?

Such a permit would have to be renewed on a damn near quarterly basis...

A person can get pretty fat over a 3 month period!
