Most Russians live on a vast open plain that has shitty cold winters and has been overrun by everyone from Genghis Khan to Napoleon Bonaparte to Adolph Hitler. You can't really blame them for having no patience for bullshittery.
A lot of their apparent brutality is simply pragmatism. When a village has more stray animals than it can support, they kill them. They consider it more humane than letting the animals starve to death.
