There are A LOT of really good weird album covers. I'll try to find more. I can think of a couple off the top of my head.

The cover depicted The Coup with an exploding World Trade Center in the background; group member DJ Pam the Funktress waved two sticks held between thumbs and forefingers (as if “conducting” the proceedings with two batons) while “Boots” Riley displayed what looked like a detonator (but was actually just a guitar tuner):"

album art here isn't that weird; just "coincidental" as it was designed/made pre 9Eleven
I remember that Coup album cover. It came up on teh interwebz after 9/11.
Def Leppard's Pyromania cover was similar, showing an explosion in a nondescript cartoon building, but I don't think there was a hidden message behind it.
That album cover, by a group called "The Coup" no less??
That's just TPTB telling us their plan in plain sight.
Nothing more, nothing less.
The guys in that group probably had absolutely zero creative control re: their album cover.
Most bands didn't have any control over album art back in the day, and I'm sure they still don't.
I remember The Cars discussing how they had no control over their album artwork and that they didn't even particularly like some of them, including the most iconic:
