My guess is that some states have watermarked their ballots.
Are they the states that matter though? The ones where fraud is evident probably wouldn't watermark their ballots would they? That's the rub.
The DHS printing for all states sounds a little too good to be true.
And BTW, this watermarked ballot printed by a single source thingy is the only logical way to do it regardless. And even without being printed at one single source, watermarking is still the only way.
Machine voting should absolutely never be a thing.

Well, the state and local races and propositions are different for every precinct, so it does make sense for each locale to print its own ballots.
Establishing chain of custody is important, even with watermarked ballots. You have to know every place the ballots have been and every person who handled the ballots. Someone could steal legit ballots and fill them out. Voting in person makes it way easier to track custody, as those ballots are all at the polling station, and the workers at each station are known.
