Shouldn't there be bars affixed around the vehicle, attached to the frame itself??

It makes sense to me.
Modern vehicles are designed with crumple zones, parts of the car that get sacrificed in a crash to protect the passenger compartment.

Cos most vehicles are not meant to be rolled you are supposed to drive properly.
Then against seeing as though many people have limited driving skills they probably should come mandatory.
And you need to pass a test to have them removed.
Just like GPS you should need to pass a test using a GPS or not allowed one.
