The parking garage at the 18-second mark is the best place to take shelter.

A while back I decided that a multi-storey parking garage is the best structure for floods and earthquakes, if they're built to withstand earthquakes.

I'd use the bottom floors for parking and the upper floors for living quarters and offices.
