The lower neck and the whole chest should be required to be covered when out in the sun by law, in order to prevent damage to what I believe is the most delicate part of the entire body.
I love seeing cleavage though so we'd need to invent shirts with a perfect cut so chicks could still show off the very top area of the titties themselves while still covering the rest of the area.
