This area I've been living in measures hundreds of points above that.
The issue isn't "power" LOL!!!
I dunno what the fuck is causing this, but I went and measured the power box outside the building and the fucking power box ITSELF is at its worst 100 below what the max level of exposure is in this area.
Under "normal" situations it's not an issue...
But whatever the hell is going on here, which I really can't track down to be honest with you, all I can think of is bad wiring maybe...
Whatever THIS is, is NOT normal.
