They're leaving them there because they basically know they're likely to be totally infected and they're not importing infected people into the country on purpose...
It's totally understandable. People are giving them shit for it, but the solidarity excuse was a friendly gesture that basically says "We're sorry, we know you're dealing with a lot, but our infected visiting citizens are your problem now. RIP."
Yeah...
It's cold and terrible, but the truth of the matter is that I don't blame any country for being unwilling to bring its citizens back from China.
