Yeah, I think if it gets bad enough there will probably be a major announcement
made to the effects of "Stay in place, DO NOT leave where you are now!" And with
law enforcement/military/UN troops shutting off major highways that won't be a problem.
But like you said, if it needs anything more than human-power to operate then it's
a no-go. Even bikes get flats. Are you walking untold miles for flat-fixing supplies
when they might not even be open? Conservation will be the rule of the day, on EVERY
level. Water, food and energy. Don't expend it if you ain't got it to spare. The more active
you are the more water you'll need, and food. It's gonna be a tight spot for sure.
