People still saying "the regular flu is worse" don't have
the capacity to fully grasp what's going on here.

Well it seems like in that particular situation the whole idea was to get those people from Hubei to register to have their water turned back on upon returning to Shenzhen. That could be for a few reasons. If any of them got sick they'd know who they are and could start tracking their contacts more easily, among other reasons.
