Though he was referencing our "working together" and "helping each other" or whatever, the other stuff is what he really meant.

He's talking about the loans for small businesses, which is gonna fuck a ton of people. The stimulus checks are just mini-fuckings.

I wish I could explain to you what I feel inside right now, but I can't. It's huge... what he's double-speaking about here is huge.

That alone should nail the point home that he HAS NOT BEEN TALKING ABOUT A VIRUS HERE. That statement was VERIFICATION that what he's said has been figurative. That's his tip 'o the hat sign-off.
