The virus seems hardwired to knock out a certain age range. Even the annual flu kills quite a few teenagers and fairly young people. The mortality rate among the young with this flu is astonishingly low. The worlds population is rising primarily due to longer lifespans, and developed countries are already in an unsustainable situation in regards to Social Security, Medicare etc. The "elite" may want to reduce the population, BUT they do not want to lose too many productive age people. The elderly are seen as dead weight, no longer contributing and a drain on the system.
