One site can't tell what other sites you've visited from cookies alone. The cookie mechanism was designed to prevent just that sort of thing. A site can only see the cookies it set.
Tracking between sites is accomplished by other means, usually cross-domain scripting. For example, those Facebook "like" buttons you see on every website allow Facebook to follow you around the Web.
This is why I tell everyone to install two browser extensions: uBlock Origin and Privacy Badger.
