Notice how government, big business, and the media all started chanting this buzz phrase in unison and on cue as soon as it appeared. How the stores have it emblazoned on signs and floor markers everywhere you look. How easily society was regimented to march in lockstep at six-foot intervals.
I suspect it has something to do with the facial recognition and other AIs used to identify and track individuals. Maybe it works better if each subject is isolated, without the clutter of multiple persons in the frame. We're being molded into a pattern of behavior that makes surveillance easier.
