I'm not gonna watch the whole hour and a half video, but it does appear that the officers were initially very respectful and had no intention of arresting the driver or giving him a ticket.
It may sound racist, but a lot of black Americans don't know how to act when confronted by a police officer. They tend to become confrontational.
When a cop arrests you or writes a ticket, he really is just doing his job. It's not for him to decide guilt or punishment, or to weigh mitigating circumstances. It's wise to just wait till you get to the police station or the courtroom to sort it all out. Cops are in fear for their lives every minute they're out on the streets. Not a good place to try to plead your case or make any sudden moves.
