An older man doing any kind of outreach for young women will be viewed as creepy in this day and age, regardless of his intentions. Very few men would knowingly set themselves up for that kind of grief. Sensible men take calculated risks, not reckless ones. I wouldn't even be admitting my attraction to sixteen and seventeen year old girls if I wasn't anonymous and wasn't reasonably sure you're not gonna d0x me.
The outreach thing is something that should be done by older women. Problem is, older women who used to know better are mimicking the younger women's attitudes and behavior too.
