You spend much time thinking of the maturation of these "geniuses" but little on the raising of them. Your geniuses if raised wrong, for instance by a single mother would probably all turn to organized crime or simply serial killers. There have been many geniuses of past raised wrong and who did more for themselves then anything for the civilization they were apart of.
This is not to say eugenics doesn't have a place for modern civilizations but more factors should be understood instead of granting in vitro to a single mother. Still the traditional family is the strongest political force which whole tribes, cultures and countries are founded upon. Though back in the day the mother usually died after a few childbirths, perhaps in the future women could be only used for maturation before they become a strain upon more complex societies.
