He's leaked the info by someone who is sitting on the info, so it's someone in the military or government. It's a "controlled leak" if you will. Then he's given permission by this entity to share it on his little platform, and once it's there, the Pentagon is asked if it's authentic, and they say "Yeah, that's actual naval footage." And then it becomes a story. Why wouldn't the Pentagon just release the footage and not go through this song and dance? I'm sure it has something to do with the nature of classification. It's a loophole to work around regulation. It allows certain individuals to "neither confirm nor deny", that type of thing.
If I had to bet money, it's Lue (the 'retired' head of the pentagon UFO task force) who is leaking the footage to Jeremy. He was asked point blank if he's still involved in retirement, and he said he couldn't comment on it, so that's a yes. That totally makes sense, actually. As the guy who was the leader, he's obviously going to be a major resource for continued effort, and who better to leak the info than someone who is not technically in the government? This is a no brainer.
