Aliens come from other planets and celestial bodies, not from other dimensions.
I think Alex is saying they're interdimensional beings, and the government is calling them 'aliens' but they're interdimensional.
Lue intimates that this is a possibility when he says there's no reason to assume they're from other planets. He actually specifically says at one point that "maybe they've been here all along, and we may just now be coming into a place where we are going to be able to learn more about the phenomenon". That's not verbatim but it's the gist.
