I don't think Zane would ever want to or be able to comply with the regulations or regulatory procedures required to acquire and live in an american equivalent of a council estate. There is a streak of independence and a pride in not relying on government help in the US that is uniquely bred or indoctrinated into americans. It's not logical and probably built through years of propaganda but there is a certain type of lower middle class american that would refuse anything like that and I believe Zane is dead center in the middle of that class.
