It's going to necessitate a presence in local space, so "Space Force" or whatever the orbit/local space authorities are gonna be called.
They're gonna have to scramble, or it'll look like they're scrambling to get up there, but really they've been making payload deliveries full of all the tools they're gonna need since the mid-90s.
This is what all the recent commercial flights are about, and the reason why Elon Musk ain't feeling pressured to do any of that stupid shit. He knows what's up.
