I don't believe in the "inner circle" philosophy. Either somebody is a good fit for the community, or you boot them. PMs are for secrets.
Every community has drama, and managing secrets is key to managing drama. On my site, If you block somebody, and they've elected to be notified of such events, they'll know you blocked them. On the other hand, only you and the other party will know who's following or blocking whom, unless one of you tells somebody else. So the site doesn't publicize events that might trigger interpersonal drama. It's down to the parties involved to determine how the drama will spill out into open chat or forum.
