As usual, I've heard conspiracy theorists suggest the storm might have been 'created' in order to seize the land...
I didn't think that was the case at first but, meh, now I think it's a little sus.
They're calling it the "1000 year flood"...

It's not impossible that, at the very least, a natural disaster is being taken advantage of and these mines are the focus.
