Biggest limitation right now is that generated clips are very short. As soon as they get expanded to ~5 minutes, people will start making full length films.
They won't even use real life actors anymore... writers will just feed it all to AI and out pops a movie.
You could have wholly fabricated actors, or you could use 1980s Tom Cruise in the lead role. But of course if a "real" actor's image was used, they'd have to agree to it, get royalties, etc.
The future is going to look a lot different... 10 years or so and this will be the new normal.
