Just realized I've never expounded on the reason Dexter touches his 'victims' on the forehead/between the eyebrows...
It's third eye symbolism...
Since Dexter is aware that the Dark Passenger is riding along and experiencing life through his vessel, he acknowledges its presence. When he touches their foreheads, he's acknowledging not only his own Dark Passenger, but their own spirit which is dwelling within them, viewing life through their eyes. It's like a spiritual handshake.
It's actually next level warped, a nice touch that I don't think was present in the books... so whoever threw that in is straight G.
