When the moon is visible in the daytime it's directly overpowered by the sun's output. Since it's still visible, some light is being filtered through it, but its effect is drowned out by the sun.
Moonlight is just filtered sunlight anyway... but when it's on its own, it's like a black light on in a dark room. When the sun is out and the moon is visible it's like a black light outlet/plug 'nightlight' in a fully lit room.
