I think that you can speak your mind and still be compassionate; for you are acting on your moral beliefs, or whatever. I don't think 'doing nothing' automatically equates to compassion.
That's what I mean. A lot of people think it's compassionate to pretend they didn't notice you've been walking around with your fly open all day. I think it would more compassionate to tell you so you don't face further embarrassment by continuing to go around with your fly open.
