In Hillary's mind, she was making things better. After over 30 years in politics and piling one crime on top of another, it's not likely she's going to change. She just needs to die before she makes things worse.
Penance isn't just saying you're sorry and being forgiven. The penitent must strive to never commit the same sin again. Without that, the apology is meaningless. One time too many, and you have to give up on them.
