That was written in 1990. Sysops were having their computers seized by the alphabet agencies and local Barney Fifes because of things users were posting and uploading to their systems.
The same witch-hunt is alive and kiciking today. Craigslist recently removed all personal ads after it was determined website owners are liable if their messaging systems are used for human trafficking. It's a catch-22: sysops cannot legally read the contents of private messages, but they're responsible for what users say in those messages.
