the messenger spies are used, they put their encoded messages into the lil scroll on the pigeon's ankle sack, which would then carry the message to be decoded by another spy. this happens X times based on distance from source and various strongholds.
you use multiple pigeons at a time. if you're really fancy, you use falcons for this purpose. they fly higher, faster, and longer distances. i was going to get into falconry at one point but you cannot do that if you live in a place that has winter.
in a long distance race, a bird will easily beat a man on a horse. men on horses are liable to get shot with an arrow or paid more to flip. birds will just fly. you can send data faster by using a pigeon carrying SD cards than you can with the fastest residential internet connection. i would not be surprised if tesla was sending and receiving messages via his beloved pigeons.
