to this day, it works pretty damn well. not the rehabilitation part. does it really surprise anyone that throwing a young person into a cage with a bunch of hardened criminals turns them into hardened criminals?
Its wrong on so many levels, yet most people know about it, yet just slimy shut up probably cos they making money off it.
