I didn't even know about that.

The only problem is, how fast does stuff move through the 7th house?

Is it super dependent on accurate birth time?

Well your natal chart has fixed or stationary planetary placements in the houses. These don't move and would be the same throught one's life. This is based on your birth time, like a snapshot of the solar system on the day you were born.

What you're thinking of are transits which are how the current planetary placements move through your particular chart and through your houses. These may affect the state of your relationships, so if Uranus is transiting your 7th house you might have a sudden break up or on and off again relationship and it could.also influence who you are attracted to as well, etc.
