Football and War

It has become common in my workplaces to hear factions of employees who disagree with each other refer to their actions, which btw purposefully hinder or sabotage the opposing faction's workload, as a football game. I've heard from authors and analyst also refer to war as a football game. I don't watch football(the sport) or care too much for it so I don't know how it's played, I do have a general idea but that is all.
