to be serious for a sec, i have a strong intuitive feeling that they are not just looking to catalog everyone, that they are are looking for extraordinarily specific and rare genes for the purposes of re/introducing those genes into their own bloodlines. there are certain genes and genetic factors that, when combined in a single entity, give that entity abilities beyond that of what most would consider human. they simultaneously want to extinguish those genes in the general populace while using them themselves.
by the by, facial recognition is actually pretty easy to disrupt, you just look like a total jackass to real eyes. lots of specific geometric paint will do it, but i think the best method is to use infrared LEDs on a hat/scarf/collar that dazzles the cams' sensors. CCTV cams dip slightly into the IR spectrum to aid lowlight scenarios, so one can use IR leds that are invisible to the naked eye. they also produce some heat, so it's great for winter.
