what they're looking for might not even presently exist. if/when they find certain desired genetic factors, they still need to do a lot of work to see if those factors can be included into a new being without causing side effects or simply not being effective. it's like they know there are certain possibilities and capabilities, but they don't know what enables them. it's like trying to do a jigsaw puzzle upside down and the pieces are not all similarly sized, and not all pieces are present.
i think they want to synthetically create and control the next messiah/god.
in the USA, they've kept blood samples from infants since the 1970s. i also reckon they are checking to see to what extent their various programs are having on the populace's DNA.
