TL;DR, they are involved in projects that aren't public. They are probably employed by "private industry"... but whatever it is, it's secret.
I bet a lot of them don't even truly know who the fuck they work for, or why.
I got the impression many of them were electrician types who go around fixing things OUTSIDE of (likely) underground compounds.
That's my suspicion.
