They could be parking them in tall grass near the airport.
The drones could have pre-programmed flight paths. Or they could be programmed to sleep while they're parked and wake up after a certain interval. Or the operator could quickly send new instructions to them every so often. In those cases there would be no radio control signal to get a fix on, or not enough time to get a fix on it.
