12:00 these lights remind me of what Clif High talks about... what he refers to as the "Real" secret space program:

He says these are likely manned ships that do military style coordination training. He's never talked about just WHAT the fuck he thinks they're actually doing though, at least not that I remember.

Some of the only other explanations are of course space based lasers, or electricity coming down out of the sky due to CME/solar activity in the atmosphere. All really strange shit, fucking crazy times!
