I think you just have to get a hotel room in Nevada for 1 month in order to have technical residency, then you get a Nevada driver's license. It's called your domicile state. So you'd be a Nevada "resident" just so you can get a license and insurance, and then you travel around to wherever the fuck you want.
He said he's never been to the PACNW or California...
