a retard is someone with down's syndrome, someone with a chromosomal disorder that severely hinders their mental faculties. every single person afflicted with that is not capable of producing offspring. this is the modern use, at least.
what the article is referring to is just a very stupid person. you've no doubt met many of these and their offspring. they used to use the word retarded to refer to these people... but it proved to be not politically correct, as 80% of all blacks were designated retarded. this article was written in 1989, so there's a bit of a different context to the writing. if we still went by things as those days did, 75% of blacks would be classified retarded and 60% of hispanics. i'd reckon of the illegal immigrants, 90%+ would be considered retarded.
the article dips into allowing such stupid individuals to breed. while i have trouble with a government/corporate system that picks and chooses who gets to breed, i am fuckin sick of all the stupid people. if your IQ<90, you just don't serve any useful purpose. they are just pawns to be manipulated by the gypsies.
