For years he's been paraded around as the bad guy ring leader here, but really...
He was just head agent, at the fore of putting these elites in positions to totally incriminate themselves.
I'm not saying he wasn't guilty as sin with blood all over his hands for the abuse/killing etc. of innocents, but...
