well, i say any time, but if the above ground grid were to be EMP'd, a lot of that would need to be replaced. some of it would be ok, especially if the operators are clever and act in time.
the existence of DUMBs and underground railways is an open secret. do you think they'd rely on above ground power? of course not, that would be silly. they have nuclear plants, and more importantly geothermal plants down there. tesla style stuff doesn't work well down there, as i've read. realizing the vulnerability of above ground power plants, they added the capability to reroute underground power to above ground military installations.
you can get a lot done in 60 years with unlimited budget and no oversight.
