So if you were someone who had been in that store recently for example, theoretically, they COULD track your ass down and demand you stay home/quarantine yourself...

The only way those passengers get out of this situation fast is if there is extreme incompetence on the part of the officials making the decisions here.
If they let those people disembark, they will spread the illness even more...
If they let them disembark, it'll be better on Princess cruises because they will be able to load up more victims passengers and set sail for another doomed voyage.
