While cause and correlation aren't the same thing, I'm in the habit of inferring intent from result. In other words, if an action produces a certain result, then the action must've been intended to yield that result.
This obviously precludes the high probability that most people don't have a bloody clue what they're doing. But we have to give them the benefit of the doubt, else all conspiracy theories are moot.
