The registry will be used to target and terrorize ex-police workers who have been fired.

I'm sure the attacks on these private citizens will begin in short order... just wait for it in the news.

This disincentivizes people to join the police force for fear of "MeToo movement" style false accusations being brought against them in the future, thus making them targets for harassment and putting their personal safety at risk in their private lives, the lives of their family members, etc.
