WHO IS IT compiling this massive database and to what end?? Is it a foreign enemy that wants to know who lives where so they know where to target to kill certain kinds of people??

TL;DR they can tell by your face (therefore, facial recognition software taking over the planet) who/where you descend from and by that alone they can tell whether or not you're an enemy.

remember how there used to be SDSL lines instead of ADSL lines? same upstream as downstream? and then those went away. or did they? what if your upstream is artificially capped, leaving plenty of HD bandwidth for all of the spy toys?

Yep. They even track you if you've never had a Faecesbook account, through all of those little "like" buttons and comment sections all over the Web. Although they have to infer things about you that way rather than you just handing them the info.

Collateral damage of the DNA ancestry industry has been that they've cleared many old cases that never would have been broken without it. That doesn't justify the efforts at hand to create a database of people's DNA and misuse it for their own purposes but it is a small consolation.
