Aside from the mildly hilarious Ritz cracker product placement, let's look beyond that. LOL.
They're in a UFO, but interestingly the only way this is conveyed is with the lit up disk shape ABOVE THEM, and by their positioning, central and seemingly suddenly at the end of this 'endless' weird knob/controls 'landscape'.
Out the window, all you can see is level meters and adjustment knobs which are made to look like city blocks.

I remember that Coup album cover. It came up on teh interwebz after 9/11.
Def Leppard's Pyromania cover was similar, showing an explosion in a nondescript cartoon building, but I don't think there was a hidden message behind it.

That's just TPTB telling us their plan in plain sight.
Nothing more, nothing less.
The guys in that group probably had absolutely zero creative control re: their album cover.
Most bands didn't have any control over album art back in the day, and I'm sure they still don't.
I remember The Cars discussing how they had no control over their album artwork and that they didn't even particularly like some of them, including the most iconic:
